Another illusive Bi-lingual cancels from Hankow

The 2 cents stamp below shows a Hankow Bi-lingual of 14 Dec '6'.
I had always thought that it is an inverted '9', knowing that Emperor Husan Tung stamps was not issued until  September of 1909. Not that long ago I also enquired a 7 cents copy with a 19 JUL '4' date.
Since then, I have been looking for an explanation for the deceptive cancel. Like Shanghai in the previous page, it could have been a Sub-office, letter box or from a postman or booth in that office?

While it is easlier to spot the Bi-lingual cancels on Emperor Husan Tung stamps. It is quite difficult to differentiate on loose CIP stamps. Below are two examples, one on the Emperor Husan Tung stamp, the other on regular CIP stamp.
